In 2024, Guangzhou Geny Electric Ltd successfully delivered a 32-position, 160A, Class 0.02 three-phase smart meter test system to CLP Power Hong Kong Limited (“CLP”), one of Hong Kong’s leading power utility companies.

 

This project marks the first successful deployment of GENY’s classic 160A meter test bench at CLP, representing an important breakthrough for GENY in the Hong Kong utility market. It also demonstrates our capability to provide high-precision, utility-grade meter testing solutions for demanding international applications.

 

As a major power company in Hong Kong, CLP maintains strict requirements for accuracy, safety, compatibility, reliability, and compliance with local standards. The successful implementation of this project reflects GENY’s strong expertise in smart meter testing systems, isolated current solutions for closed-link meters, automated testing, and customer-oriented engineering customization.

 

Project Background

With the ongoing development of smart grid infrastructure, utility companies require more from meter test equipment than conventional accuracy verification. Modern test systems must also support:

 

Smart meter communication and function testing

High-efficiency multi-position parallel testing

Compatibility with different meter structures

Testing of closed current link / IP-link smart meters

Harmonic and influence quantity testing

High-accuracy calibration in accordance with IEC standards

Compliance with local safety and wiring requirements

For CLP, the solution needed to combine high measurement accuracy, practical operation, smart meter communication capability, and adaptation to Hong Kong standards. Based on GENYs mature platform and engineering experience, we delivered a tailored configuration of the YC1893D-32-0.02-F three-phase smart meter test system.

 

The Solution

The delivered system includes the following core modules:

 

Three-phase static power source

Three-phase reference standard meter

32-position meter test rack

Smart meter function test system

Optical probes and scanning heads

Quick Connector Devices (QCDs)

Isolation Current Transformers (ICTs)

PC software and system control platform

Serial communication expansion system

The system supports single-phase and three-phase meter testing in automatic, semi-automatic, and manual modes, and is suitable for:

 

Electronic energy meters

Electro-mechanical meters

Smart meters

Closed-link / IP-link meters

Key Highlight 1: 32 Positions for Efficient Parallel Testing

The project includes two test racks with a total of 32 meter positions, enabling efficient parallel testing for batch inspection and calibration.

 

Each rack is constructed with aluminum alloy structures, combining strength, corrosion resistance, and mobility. The rack design also supports easier installation, maintenance, and layout adjustment in the customers working environment.

 

Each meter position is equipped with:

 

QCD quick connection device

Scanning head and optical probe

Error LED display with inputs

Meter communication readout (dlms/kingfisher)

This configuration allows the system to perform not only conventional accuracy tests, but also smart meter communication and function verification.

 

Key Highlight 2: 160A Output with ICTs for Closed-Link Meter Testing

One of the major technical requirements of this project was support for high-current testing up to 160A, while also ensuring compatibility with closed current link smart meters.

 

To meet this requirement, GENY integrated high-precision Isolation Current Transformers (ICTs) into the system. These ICTs provide isolated and potential-free current signals, allowing reliable testing of meter types that are difficult or impossible to test on conventional benches.

 

Main ICT features include:

 

Current range: 3 × (10mA 160A)

Accuracy class: 0.01

Ratio: 1:1

Frequency range: 45Hz 65Hz

Output power: 3 × 70VA max

This solution significantly extends the test benchs compatibility with modern smart meter designs and enhances its long-term application value.

 

 

Key Highlight 3: High Accuracy and Stable Performance

The system delivered to CLP provides Class 0.02 performance, enabled by GENYs stable three-phase power source and high-accuracy reference standard meter.

This configuration ensures the system can meet demanding utility and laboratory requirements while maintaining reliable long-term performance.

The power source cabinet is equipped with a touch panel / VFD keyboard for convenient local control. At the same time, RS232 and Lan communication interfaces allow automated control through PC software.
